In August 2015, the Youth Action Program was approved by the Curaçao parliament. A unique collective impact initiative in which stakeholders and the target group are actively involved in both design and validation.
Elly Hellings was approached by the Ministery of General Affairs to write the action program. The action program was established in close collaboration with other consultants (facilitators and researchers) from an interactive process. Using Result Based Management techniques the program was translated into a concrete strategic plan. Elly has managed the secretariat as general secretary for 2 years.
